Currently, in his 30th year with Shelby County Government, Kevin is serving the citizens of Memphis and Shelby County as a Court Administrator with the Circuit Court.

During his 16 years with The Shelby County Juvenile Court, Kevin served as the Director of several children's programs and as Judge Kenneth Turner’s "Court Liaison" with "private sector" entities. His career began in 1980 in Boy's Detention, and then became a Youth Counselor earning a degree in Psychology from Memphis State University .

By utilizing proven management techniques and the latest computer technology, Kevin authored and operated the Hanover House Home Confinement & Foster Care Program and developed the Court's 1st drug treatment program (DOCS). These programs are still a vital part of the Juvenile Court's Youth Services Bureau.

Working with The Shelby County Information Technology Department, Kevin was instrumental in the Court receiving the "1992 National Association of Counties" Achievement Award. Soon afterwards, he began to develop a reputation as a Court Technology expert.

In 1996, Jimmy Moore brought Kevin on board with The Circuit Court Clerk's Office. He has been part of the Administrative team, overseeing all Technology and Court Room & Minute Room operations. Kevin has been an instructor for the Memphis Bar Association, The Tennessee State Juvenile Court Services Association, several Justice User Conferences, and an inmate pre-release program through Christian Brothers College . Partnering with the Chancery Court and General Sessions Court Clerk's offices, Kevin has lead in the implementation of new computer and imaging systems.

Kevin is serving on the Counties Integrated Criminal Justice Information Technology Committee, the Tennessee Administrative Office of the Courts ( AOC ) West TN E-filing committee, and a former member of the Mayor Dick Hackett's Crime Reduction Committee. He is currently working on a project to bring "E-filing" to the State of Tennessee .
